Mahatma Gandhi expressed that “Our ability to reach unity in diversity will be the beauty and the test of our civilization.” In the midst of being immersed in great diversity of thought, experience, education, culture, and ideology, to make progress on great and pressing civic and governmental challenges, we must be committed to the hard work of engaging in the African idiom of Ubuntu where, “a person is a person through other persons,” which manifests in the knowledge and acceptance that one’s humanity is inextricably bound to the humanity of another (or other), and that our success in building more prosperous and sustainable communities relies on this principle and ethos to mobilize stakeholders in unity for the common good.

The executive core qualifications define the competencies considered to be needed to build a federal corporate culture that drives for results, serve customers well, and builds successful teams and coalitions within and outside the organization. The Executive Core Qualifications are required for entry to the Senior Executive Service and are used by many departments and agencies in selection, performance management, and leadership development for management and executive positions. The ECQs were designed to assess executive experience and potential not technical expertise.
